Touchpad: manually adjust scroll speed (NOT acceleration)

It's possible to adjust the scroll "speed" of the touchpad. But in fact this is the scroll acceleration.
If you move your two fingers slowly over the touchpad the scroll speed is (very) slow. Then move the fingers just a little bit faster and the scroll speed increases tremendously. This makes it really hard to scroll through long dokuments.

Let the user set the real scroll speed and the acceleration seperatly.
