Allow "Website suggestion" category for Aqua Taskforce

Currently we cannot make suggestions about the Aqua Taskforce site itself, even though this feature is present on the sister site, Aero Taskforce.

Provide a category for "Website suggestion" to allow users to make suggestions to improve the Aqua Taskforce website.
