I think there should be a full-screen and a zoom as two separate behaviors. That way everybody is happy and they can pick what they want a window to do. Consistency is always good, and the two different behaviors definitely need to be distinguished.

I thought about it some more, and jasper is right. The implementation of zoom that apple uses is consistent already. The problem is actually that not enough apps have the iphoto-like fullscreen functionality. Although fullscreen is useless sometimes, it could also be very useful sometimes. I think safari is a good example of an app that could benefit from full screen. In fact, this lack of fullscreen is probably what confused mozilla and caused them to mix up the zoom button.
